The community outreach mission of the Massachusetts Constable’s Office shall be to promote a partnership between the community, businesses, government, the media, and all state and local law enforcement agencies designed to reduce crime and improve the overall quality of life, while encouraging the community to determine its own needs through the exchange of ideas and problem solving techniques.


Community outreach is a philosophy of knowing your community and an organizational strategy. A well defined community outreach strategy has several components which include the law enforcement agency, the communities appointed officials, its elected officials, social service agencies, local businesses, the media, and finally the community itself. These partnerships with the community, businesses, government, and law enforcement foster an atmosphere of communication and cooperation and establish a bond of trust needed to combat crime and improve the overall quality of life.


Community outreach recognizes that local and state law enforcement agencies can rarely solve public safety problems alone and encourages interactive partnerships with relevant stakeholders. The range of potential partners includes other government agencies, businesses, nonprofits, individual community members, and the media. These partnerships should be used to accomplish the two interrelated goals of developing solutions through collaborative problem solving and improving public trust.


The benefits given to law enforcement officers from this type of interactive philosophy should also not be overlooked. The implementation of a community outreach philosophy coupled with a total quality management approach to managing the deputies or officers involved gives them greater responsibility and the freedom to explore new ideas. The deputies or officers are also exposed to much more feedback from the community, they are rewarded for their accomplishments, and they gain a sense of accomplishment when working closely with the community.
